Established in 2009, Samata Foundation (SF) is a profit for not-sharing company registered under company Act 2068 BS, with the mission to contribute for the protection of human rights and dignity of Dalits and other marginalized groups in Nepal and globally. It has a vision to create a just and inclusive society free from all forms of discrimination and injustices. From the very beginning, it engages in research both empirical study, critical review of policies, and informed advocacy for the rights of marginalized people, especially from the perspective of Dalit social groups both from hill and Madesh. It firmly believes that real changes can only be brought by producing critical youth mass of Dalit and non-Dalit, disseminating knowledge, encouraging civic participation and preparing individuals from Dalits to become the next generation leaders. With this reference, it has been engaging in different thematic areas such as democracy and good governance, Dalit human right, social inclusion, land livelihoods, food security, culture, education and media. SF is emerging as an independent think tank specializing in caste-based discrimination and injustices related issues. SF believes it has a crucial role in generating concrete and scientific information to bring positive transformation into society.

About 21 Girls: Karnali CHETANA
The project, 21 Girls: Karnali CHETANA, aims to create a favorable environment for Dalit girls to lead a dignified life in all the 10 districts of Karnali province through attainment of safe menstrual hygiene and zero early marriage rate. The project focuses on two major problems, viz., early marriage and poor menstrual health, that the Dalit girls are facing in Karnali Province. The project will strive for behavioral change in the attitudes and traditional practices like chhaupadi. This project will help establishing a proper policy at local levels to prevent early marriage, provide menstrual education, create public awareness and setup menstrual service centers in one local level of each of the 10 districts of Karnali Province bringing three major changes:
1.Zero early marriage cases in the specified local levels
2.Development of dedicated menstrual service centers in the specified local levels
3.Enhanced accountability of local governments towards dignity and SRHR of young girls.

Major Responsibilities
∙Project management and delivery
-Oversee capacity building and develop mobilization plan of DHRDs for the delivery of project activities at the specified local levels.
-Continuous mentoring of DHRDs
-Lead the formation of Chetana clubs at the specified local levels, ensure formulation and execution of these club activities.
-Oversee capacity development of local governments and local level stakeholders on SRHR.
-Develop and execute plans for policy actions at the specified local levels including draft policy documents, lobby and advocacy.

∙Coordination and collaboration
-Identify the national, province, district and local level stakeholders and
develop a coordination plan.
-Coordinate with pre-identified district level CSOs at the respective districts to ensure delivery of the project activities and achievement of the project results.

∙Monitoring and reporting
-Periodic review of the DHRD mobilization and peer club activities.
-Generate project reports and submit to the Program Manager on the progress of activities/tasks assigned.
-Facilitate project data collection, analysis and generate recommendations.
-Plan and facilitate periodic review and planning event.

∙General roles and responsibilities
-Promote menstrual health education among target groups in specified local levels in Karnali province.
-Delivery of SRHR education to the project stakeholders particularly on menstrual health and risk due to early marriage practices.
-Engage with local mechanism through DHRDs and strengthen address the locally existing issues with SRHR.
-Enhance the organizational capacity in terms of SRHR.
-Actively participate in the periodic staff meetings.
-Travel to field as and when necessary.

Minimum Qualification and Skills
1.Minimum of bachelor’s degree in public health
2.At least 3 years of working experience in the field of SRHR, including Comprehensive Sexuality Education and meaningful and inclusive youth participation in SRHR.
3.Ability to prepare, coordinate and implement projects including planning, monitoring and troubleshooting.
4.Proficiency in compiling program reports and preparing high-quality reports for both internal and external stakeholders.
5.Strong written and verbal communication skills to effectively interact with the team members, and other stakeholders.
6.Ability to adapt to changing priorities and work in dynamic environments.

Reporting Lines and Working Relationship:
The SRHR Officer will directly report to the Program Manager, who is responsible for overseeing the 21 Girls: Karnali CHETANA Project. The SRHR officer will closely collaborate with the Chetana club members, local level governments, Chetana project specific Dalit Human Right Defenders and respective local level CSOs of each district in Karnali and GESI focal person and M and E officer.

Duration of Contract:
The initial contract will be a fixed-term contract until 31 December 2025 with a three-month probationary period, with the possibility of extension based on performance and availability of funding. The contract will include details of benefits, and other relevant terms and conditions.
