The book is written by Dr. Ramesh Sunam which deals with the ongoing debate on inclusion and reservation in Nepal in a theoretical and exploratory manner. The book seeks to find the theoretical and practical answers to the questions on the legitimacy of inclusive policies, particularly in the
bureaucracy and other sectors. The author has also presented new methods and models for the promotion of proportional inclusion and inclusive democracy.
The author not only questions the established notion of inclusion and reservation, but also seeks to discover new truths based on the reservation.
The book is mainly focused on the discourse that the reservation has weakened the meritocracy and the benefits of the inclusive policy are taken only by the elite women, Madhesi, Janajati and Dalit communities. The book states that the model of inclusion adopted by the state is not practical.
